The Center for Risk Analysis and Crisis Management from Belgrade, with the support of the Ministry of Science, Technological Development and Innovations of the Republic of Serbia, is organizing an International Conference, titled: Safety of Infrastructure Systems – Concepts, Regulations, Practice.

Following the practice of developed European countries, as well as the relevant EU directives that define the minimum standards in terms of security, functionality and continuity of functioning of vital infrastructure systems, the Western Balkans countries have, during the course of the previous decade, started establishing the normative-legal standard in the field of protection of critical infrastructure. However, apart from the expressed wish to legally regulate this field, there is an uneven practice in terms of the level achieved, as well as the method of establishing the normative framework. The differences are even more visible in terms of protection practice, despite the fact that all countries of the region are subjected to common threats to critical subjects and their corresponding effects, similar demands set before them, and especially having in mind the different forms of interdependence, as well as the need for sharing information and other resources necessary for a continuous insurance of products and services.

It is evident that the decision making process, management mechanisms, as well as the official attitudes most often result from compromise, and not the need for functionality of the system, networks and resources that make the critical infrastructures. This negatively affects not only the regional but also the global cooperation in management of strategic risks and crises that affect the infrastructure systems, with ad hoc solutions that are not long-term sustainable.

The division of responsibility for managing the said systems of great significance for maintaining vital functions of the economy, as well as the society, asks for the development of multifunctional and multidisciplinary framework for managing strategic risks and crises. The International Conference, titled: Security of critical infrastructure systems – concepts, regulations, practice, has a goal to unify a high level of scientific and professional expertise, including, geo-economy, technological, political, social, legal, engineering, management and other knowledge and experiences, reflected through the following panels: security in energy supply chains; security of ICS systems and digital infrastructure; traffic and transport systems; security of food and water supply; financial sector; health services; public services and activities; space technology; nuclear and chemical critical infrastructure.

Holding of the conference is especially motivated by the fact that local, regional and global crises and disruptions have set high demands before the economy systems and business organizations in terms of their assessment and reactive ability in order to continue the functioning in different conditions and recovering the key activities, resources and processes that support them. The product and service supply chains are especially affected, and thus every disruption of this kind reflects on the functioning of economic and social activities in their entirety.

Authorized presentations from the Conference will be published in conference proceedings, with the support of the Ministry of Science, Technological Development and Innovations of the Republic of Serbia.
